Court Monitor
DEC provides court-appointed monitoring, compliance oversight, expert witness testimony, and forensic analysis for complex legal matters. Tom DeGerlia served as court monitor for 7 of 10 years on the City of Los Angeles accessible housing class action — one of the largest and longest-running settlements of its kind.
Court Monitoring
Court monitors serve as the eyes and ears of the court in complex settlement agreements. This role demands technical expertise to evaluate compliance, the objectivity to report findings without bias, and the communication skills to make complex situations clear to all parties.
DEC brings all three. Our monitoring work on the City of LA settlement required evaluating accessible housing compliance across thousands of units, managing complex data, producing clear reports, and testifying on findings — all while maintaining strict neutrality between the parties.
Expert Witness & Testimony
DEC provides expert testimony in matters involving technology, data, software processes, forensic analysis, ADA compliance, and scientific methodology. Our testimony is grounded in evidence and presented with the clarity that comes from truly understanding the subject matter.
Qualifications include 35+ years of cross-disciplinary experience, 3 patents, published research, and a track record that attorneys and courts have relied on for over two decades.
Forensic Analysis
DEC's background in chemistry, analytical science, and data analysis enables forensic work that goes beyond surface-level review. We analyze complex evidence, identify patterns others miss, and present findings that withstand rigorous cross-examination.
